Background / General description |
CFRCR manages the country credit risk of IBRD. Within CFRCR, the Datateam is responsible for providing CFRCR economists/risk analysts with timely macroeconomic and financial data from diverse databases and data systems (both internal and external), and IBRD portfolio projections. To this end, the Datateam designs, develops implements, integrates, and maintains complex database systems and their interfaces. As part of CFRCR's efforts to strengthen IBRD portfolio information systems in the department, the Financial Officer will work as a member of the Datateam and will report to Bank's Chief Credit Officer and Department Director. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment. |
Duties and Accountabilities |
Provide projections of the Bank’s portfolio as part of the corporate quarterly lending exercise and on an as needed basis. The quarterly lending exercise provides the basis for Bank-wide projections of the Bank’s portfolio and country by country exposure projections used in various departmental and institutional products such as the exposure management framework and exposure management tool, credit risk reviews, the net income projections, and the annual budget review, as well being an input into other Bank functions such as cash management in Treasury. Prepare and process the initial country datasets compiled by Regional staff, prepare and process the regional datasets compiled by RVP staff, and provide summary data used by OPS for use in compiling corporate level lending projections. Process resulting data using the Department's portfolio projections model to produce final corporate-level lending and exposure projections. Be responsible for all facets of this process, including the validation of data input by Regional/RVP staff and assuring the accuracy of the final projections, as well as the provision of the intermediate and final output to the various users of the data. Liaise closely with regional, OPS, and CFP counterparts as part of this process. Handle all ad-hoc requests for portfolio projections for individual countries, some of which can be quite complicated and involve a high level of customization. Some requests may require the design of special functions to handle all the issues that are involved in the didactical and presentational phases of negotiations with the authorities concerned. Prepare periodic portfolio reports for senior management such as the WBG Quarterly Exposure Report and the Weekly IBRD Lending Update. Maintain all portfolio reports used by departmental staff. Take responsibility for the Department’s input into updates of the annexes of OP3.10 and also work closely with other Bank data providers such as the Business Warehouse and Loan Kiosk on questions of data consistency and completeness. Work closely with CFRCR’s Senior Programmer/Systems Designer to enhance the portfolio projections model and processes. This work involves a thorough understanding of the data sources for the Bank's loan/credit information and the Bank's evolving product lines, and the employment of this knowledge to upgrade and enhance the Department's portfolio projections model so that it accurately projects the future path of lending and exposure. This is an ongoing process that involves sometimes minor fixes to the model to satisfy immediate requirements, as well as planning and implementing substantive changes to handle the increasing demands placed on the model for various capabilities and responsiveness. Participate in the ongoing database work of the Department and provide back-up support to the Senior Programmer and other Data team members. This is normally achieved through the close working relationships between members of the Datateam and the collegiate atmosphere that prevails in team meetings. Handle ad hoc data requests, mainly related to questions about the IBRD portfolio, but which also occasionally involve requests related to other aspects of the Department's data work. |
Selection Criteria |
Masters degree in relevant discipline with a minimum of 8 years relevant experience or equivalent combination of years and experience Thorough understanding of the Bank’s portfolio data, including loans, credits, and guarantees, or relevant experience elsewhere. A sound knowledge of the Banks’ financial products is desirable. Knowledge of the Bank’s technical and operational infrastructure and an ability to operate with all concerned Bank-wide units on technical issues or relevant experience gained elsewhere. Extensive working experience with MS Excel and MS Access. Knowledge of Oracle/SQL and Personal Express is also highly desirable. Familiarity with database management systems and applications. Knowledge of database design and programming would be a plus.
