OBJECTIVES OF THE PROGRAMME :
The objective of the WHO Regional Office for the Eastern Mediterranean Region (EMRO) is to assist Member States in strengthening the health sector contribution to achieving Universal Access to HIV/AIDS prevention, treatment and care. Member States are supported to develop appropriate policies and strategies and effective organization and implementation of comprehensive HIV/AIDS care, support and treatment programmes.
Description of duties:
The Medical Officer will work under the guidance of the Director of Communicable Diseases and the direct supervision of the Regional Advisor for HIV/AIDS/STD. S/he will be involved as a team member of the unit in coordinated activities with other technical units within EMRO and with UN partner agencies at regional level.
Under the supervision of RA/ASD to:
1. Support countries in the Region to develop sustainable programmes in the areas of (i) HIV/AIDS treatment and care and (ii) Prevention of Mother-to-child transmission.
2. Provide normative and technical guidance to countries on HIV treatment and care and Prevention of Mother-to-Child Transmission (PMTCT).
3. Assist countries in monitoring HIV treatment and care and PMTCT programmes and in quality assurance of services.
4. Support capacity building activities (training) through curriculum development, training of trainers and facilitation of training workshops.
5. Assist countries in resource mobilization, in particular The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) proposal development.
6. Plan and implement ASD work plans and strategies and track ASD's finances for the Regional Office and all Member States.
7. Provide technical and managerial support to ASD unit in any other required tasks as needed in the development of the regional programme.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine with Masters' degree in the field of public health or epidemiology.

Functional Skills and Knowledge:
- Extensive knowledge of integrated HIV prevention, treatment and care service provision.
- Extensive knowledge of public health approaches to HIV treatment, care and PMTCT promoted by WHO.
- Extensive knowledge of Antiretroviral (ARV) prophylaxis of vertical transmission of HIV.
- Good problem solving skills.
- Skills and demonstrated ability in development of technical guidelines and training programmes and materials.
- Skills and demonstrated ability in facilitation of training courses in HIV treatment, care and PMTCT.
- Knowledge of principles, practices, methodology and techniques in public health and HIV/AIDS programmes.
Other skills (e.g. IT):
Mastery of office software applications: Word, Powerpoint, Excel. Ability to use different search engines.
Experience:
Essential: Minimum seven years professional experience combined at national and international level in planning, management and evaluation of HIV/AIDS care (including ART) and PMTCT programmes and services. Clinical experience in antiretroviral therepy.
Desirable: Working experience in developing countries.
Languages:
Excellent knowledge of English; Working knowledge of French and/or Arabic is desirable.
